The East Central Area Literacy Council was incorporated as a not-for-profit organization in 2010 in Phelps County as the South Central Missouri Literacy Council. In 2015, the service area was extended to five counties in East Central Missouri including Phelps, Crawford, Gasconade, Franklin, and Montgomery.
